Notice of Public Hearing (Application to EGLE)
The City of Cheboygan will hold a public hearing on the application to the Michigan Department of Environment, Great Lakes, and Energy (EGLE) for funding assistance through the Clean Water State Revolving Fund, better known as the State Revolving Fund (SRF) Program for the proposed Wastewater Treatment Plant Improvements project. The public hearing is being held for the purpose of receiving comments from interested persons.
The hearing will be held at 7:00 p.m. on Tuesday, July 14, 2020 during the City Council Regular Meeting at the City Hall, 403 N Huron Street, Cheboygan, Michigan, 49721.
The proposed Wastewater Treatment Plant Improvement Project description and details are organized into a comprehensive 20-year Project Plan. If the SRF application is successful, the City will have the ability to employ the grant program to fund the proposed project. The project construction will include improvements to the influent pumping and screening equipment, grit removal equipment, and the primary and final clarifier. In addition, the project will include construction of a new oxidation ditch activated sludge system, new disinfection system, and a new sludge dewatering system. All work will occur at the existing wastewater treatment plant site, located at 975 N Huron Street.
Impacts of the proposed project include:
- Noise: Noise due to construction activities such as construction equipment, machinery, generators, compressors, etc. will be kept to a minimum, as practicable. The work hours will be maintained in accordance with local ordinances.
The total cost of the improvements is estimated to be $16 million. The repayment of the SRF loan, if approved, will be apportioned to City sewer customers. The estimated user costs to finance the proposed project have been determined assuming SRF financing with a 2.0% interest rate (current SRF interest rate) and a 20-year debt retirement. The apportionment costs are based on an annual average over a 20-year period to provide an estimate of the average charge per user.
The approximate City of Cheboygan user rate increase necessary to retire the debt incurred from the construction of the proposed project $17.90 per month for the average user. However, the Community may also be eligible for disadvantaged community status principal forgiveness, which the amount has not yet been determined, and could result in a reduced user charge cost.
