PUBLIC ACT 33 POLICE AND FIRE SPECIAL ASSESSMENT DISTRICT

PUBLIC HEARING NOTICE

Place: City Hall – Council Chambers, 403 N. Huron Street, Cheboygan, Michigan 49721

 

The City Council of the City of Cheboygan (“City”) will be holding a public hearing to consider establishing a special assessment district to be created for the purpose of defraying the costs of maintaining, operating, and equipping the Police and Fire Departments of the City pursuant to 1951 Public Act 33.

The proposed special assessment district shall consist of all parcels of real property in the City that are not exempt from property taxes, the boundaries of which shall be the City boundaries, as well as that area of real property subject to 425 Agreements with the Township of Inverness dated October 11, 2013 and June 13, 2019.  The entire area shall be identified as the Police and Fire Special Assessment District or Police and Fire SAD, as depicted on the attached map.

The amount of the special assessment to be levied against non-exempt parcels of real property in the Police and Fire SAD is proposed to be five (5) mills on the taxable value of those parcels, which shall be spread by the City Assessor as a separate column provided in the regular tax roll.

PLEASE TAKE NOTICE that at the above time, date and location, the City Council shall meet for the purposes of reviewing the proposed special assessment district boundaries and proposed special assessment levy, and to hear statements and objections by any interested person with respect to the proposed special assessment district and millage rate.

Appearance and protest at the hearing are required in order to appeal the matters to be considered at the hearing to the State Tax Tribunal.  An owner or party in interest, or his or her agent, may appear in person at the hearing to protest, or shall be permitted to file his or her appearance or protest by letter at or before the hearing and his or her personal appearance in such case shall not be required.
